Assam State Legislative Assembly today approved two important bills regarding Assam. For the first time in India, the Legislative Assembly of Assam has passed the Pranam Act, which will make mandatory for all government employees to look after their dependents. On the other hand, the Assembly also approved in forming State Capital Region Development Authority (SCRDA), amending the Guwahati Development department.

The Pranam Act, 2017 will ensure that all the government employees in the State will look after their dependents including their parents. It will also make mandatory for the State government employees to look after the divyangs in his family. Assam is the first State to approve the Pranam Act. "The act will duly bind the government employees to give 10 to 15 percent of salary for their dependents," said Minister Himanta Biswa Sarma.

The Assembly also unanimously passed to establish State Capital Region Development Authority (SCRDA) amending the Guwahati Development Department (GDD). Five districts would come under the jurisdiction of State Capital Region Development Authority (SCRDA), which are Darang, Kamrup, Kamrup (M), Goalpara and Morigaon. From Darang to Jagiroad, this vast area will be known as State Capital Region. The State Capital Region Development Authority (SCRDA) will develop an integral plan for development of entire area into a vibrant modern capital region of Assam.

The new population policy of the government has also been discussed in the Assembly. “We are also planning to introduce chapters on population control and population policy in textbooks,” said Minister Himanta Biswa Sarma. “If a person wants to do a job with the Assam government, that person should not have more than two children,” he further added.
