The Comptroller and Auditor General of India (CAG) report, that was tabled in the Assam Assembly on the first week of April, has brought into light many loopholes of the Assam government. One of such loopholes is the Assam State Textbook Production and Publication Corporation Limited’s (ASTPPCL) improperly planned 2017 scheme of supplying free textbooks under the Education Department which has wasted Rs 12.25 crore. 

According to the report, instead of purchasing 11.713 metric tonne paper for publication of the textbooks, the ASTPPCL wasted a huge amount of the treasury by purchasing 13.285 metric tonnes. The CAG Report has expressed concern over misuse of huge amounts of fund.

It may be noted here that for binding of textbooks in the year 2017, ASTPPCL which is under Himanta Biswa Sarma’s port folio had ordered Hindustan Paper Corporation Limited (HPCL) in the month of September 2016, to facilitate ASTPPCL with 9,400 metric tonnes of paper within November. On contrary, HPCL could only make a supply of 7,124 Metric tonnes in the same year. But without informing or enquiring about the lack in quantity to HPCL, the Assam government allotted tender of supplying more amount of paper to other organisations.

After the organisations supplied the assigned amount of paper, HPCL also supplied the remaining amount. This resulted in an excessive amount of paper which is not used in the production of textbooks. The CAG Report thus had stated that a huge amount of funds have been wasted due to indiscipline and improper planning within the concerned department of the government.
