14 lakh “fake children” in Anganwadis of Assam

Will you believe that there were 14 lakh fake Chilterns are in the Anganwadis of Assam and for years food and other items have been issued on their behalf.

This could be a scam of several hundred crores as even if Rs 500 is spent per month on each children and it will be an expenses of Rs 7 crores per month and Rs 84 cores per year with this fake figure.

A recent state-level inquiry has revealed the presence of 14 lakh "fake children" in Assam's beneficiary list of anganwadis, Women and Child Development Minister Maneka Gandhi said on Thursday. She said following this finding the Centre asked all states to similarly weed out non-existing beneficiaries from the list of country's total 10 crore beneficiaries.

The minister was addressing a conference on Rashtriya Poshan maah (national nutrition month). Under the supplementary nutrition scheme of Integrated Child Development Services, 14 lakh anganwadis provide home rations to a total of 4.6 crore infants and 1.9 crore mothers and hot cooked meals to 3.6 crore children aged between 3 and 6.

"Thanks to Assam we found out how many children are really being fed in anganwadis. In the initial survey last year, it was found that there are 3 lakh fake children. Now again another survey in June 2018 has revealed that there are actually 14 lakh fake children," said Maneka. She said ground level workers inflated the beneficiary lists leading to pilferage and leakage in funds.

According to a ministry official, at the rate of a minimum Rs 8 that is spent on each beneficiary per day — 60 per cent share by Centre and 40 per cent by state — this amounts to a loss of more than Rs 1 crore every day.

"For the first time since anganwadi programme started, every state will start counting children. Assam found a large number of children who don't exist. We are requesting every state to do the same during the Poshan month of September so that the money comes back into the system and can be used to improve quality of food. We have to count the children in the system and make sure these are real and not fake children," said Maneka.

WCD Secretary Rakesh Shrivastava clarified that the fake beneficiary list had nothing to do with the National Register of Citizens (NRC). "Since Assam has shown the way, other states too should ensure they carry out a physical verification," he said.

Stating that there is a need to change the system of procurement, supply, and quality control of food to bring down cases of bribery and leakage, Maneka said, "It has been very difficult to control malnutrition. We put the entire burden on anganwadis workers. Now we wake up after 40 years and realise the system didn't work. The food isn't good, the anganwadi workers are underpaid and overworked. It's the child that suffers."

Ministry officials said that 12 ministries will coordinate for the nutrition month focusing on issues such as antenatal care, anemia, sanitation, food fortification, complementary feeding, breastfeeding, growth monitoring, and focus on girl's diet and age of marriage.
