Grading Index 2019-2020: Assam, Meghalaya rank worst performer in school education

In a Performance Grading Index for the season 2019-2020, the Education Ministry ranked five Northeastern States namely Assam, Mizoram, Arunachal Pradesh, Nagaland and Meghalaya as the worst performers in regards to school education system and quality.

As reported, the score in the performance grading index is derived using databases on 70 parameters, some of which include access, equity, governance processes, infrastructure and facilities, and learning outcomes. These parameters are mostly self-reported by the States but vetted by the Centre, with National Achievement Survey data being incorporated with it.

As per the Performance Grading Index, Meghalaya is placed in the bottom of the chart with just 649 points and Assam at the 31st rank with 738 points. Tripura was the best Northeast State as per the index and is placed at the 20th spot with 801 points. 

Punjab topped the chart with 929 points, followed by Chandigarh with 912 points and Tamil Nadu with 906 points for 2019-2020.  

Notably, the Performance Grading Index for states and union territories was first published in 2019 with reference year 2017-18. The PGI for 2019-20 has been released on Sunday. It is the third publication in this series.

Moreover, the PGI exercise predicts that the index would propel states and UTs towards undertaking multi-pronged interventions which will bring about much-desired optimal education outcomes in the society.

Further, the performance index helps the states and UTs to pinpoint the gaps and accordingly prioritise areas for intervention which will ensure that the school education system is robust at every level.

According to the PGI report released, most of the states and UTs have improved their grade in PGI 2019-20 compared to earlier years. Andaman and Nicobar Islands, Arunachal Pradesh, Manipur, Puducherry; Punjab and Tamil Nadu have improved overall PGI score by 10 per cent with 100 or more points reportedly. Arunachal Pradesh, Manipur and Odisha have shown more than 10 percent improvement in the domain of equity.
