Assam Govt Launches ‘Path Samanway’ Portal to Regulate Road Works in Guwahati

In a bid to tackle uncoordinated road excavations and improve inter-departmental coordination, the Assam government on Tuesday formally launched a web-based portal titled ‘Path Samanway’. The initiative, led by the Kamrup (Metro) District Administration under the guidance of Chief Minister Himanta Biswa Sarma, aims to streamline road-cutting activities across Guwahati and ensure greater accountability among agencies.

The launch event was held at Janata Bhawan in Dispur, with Assam Minister Jayanta Mallabaruah and senior officials from various government departments and urban bodies in attendance. The portal is now accessible at pathsamanway.assam.gov.in.

With the new portal in place, residents of Guwahati will be able to access real-time information regarding all ongoing road-related projects across the city. The move comes amid rising public frustration over frequent and poorly managed road digging by multiple departments and agencies, which often leads to traffic disruption, unsafe conditions, and prolonged inconvenience.

Speaking on the occasion, Assam Cabinet Minister Jayanta Mallabaruah said the portal would bridge the coordination gap among departments and bring relief to citizens.

“To enhance inter-departmental coordination, a web-based portal titled Path Samanway was formally launched today. Often, a lack of coordination among departments results in inconvenience to the common citizens, especially during developmental works. This portal brings road-cutting agencies and road-owning departments onto a single platform,” the minister said in a post on his official X (formerly Twitter) handle.

Key Highlights of the Portal:

  • Transparency in Road Works: Citizens can now see which department or agency is responsible for road digging in a specific area, along with the status of the work.

  • Mandatory NOC System: Agencies must obtain a No Objection Certificate (NOC) from the relevant department before undertaking any road-cutting work. One agency cannot start work at a site unless the previous agency has completed its task and obtained clearance.

  • Time-Bound Completion: All agencies will be required to complete their assigned work within a fixed timeline. Roads cannot be left dug up for extended periods.

  • Public Safety Obligations: Agencies must follow proper safety protocols during excavation. Failure to do so may attract penalties under the Disaster Management Act.

  • Inclusive Oversight: The portal will be applicable to all government and private agencies operating in Guwahati.

Environmental and Urban Safeguards

The government also announced new measures to preserve the city’s natural drainage systems and fragile ecosystem. Construction near Guwahati’s wetlands and natural water channels has been prohibited. These areas will soon be designated as Eco-Sensitive Zones, with legal protection against encroachment or alteration.

Additionally, in view of rampant and unauthorized high-rise construction, the administration has imposed a ban on unregulated vertical development within city limits. Strict enforcement and legal action are expected against violators.

The ‘Path Samanway’ initiative is seen as a crucial step in ensuring planned, safe, and citizen-friendly urban development in Assam’s largest city. Authorities hope the portal will act as a model for other urban centres grappling with similar infrastructure coordination issues.

The public, too, is expected to play an active role in monitoring and reporting road works through the portal, thereby creating a participatory mechanism in city governance.
