Assam Approves Major Police, Employment & Urban Welfare Reforms at Dibrugarh
In a significant push towards administrative restructuring and youth empowerment, the Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, held a crucial meeting at the Chief Minister’s Secretariat in Dibrugarh on Wednesday. The cabinet approved a series of impactful decisions ranging from police infrastructure development and administrative decentralization to foreign language training for global employment and urban infrastructure upliftment.
₹150 Cr Sanctioned Under MOITRI Scheme for Police Infrastructure
The Cabinet gave a financial nod of ₹150 crore under the flagship Mission for Overall Improvement of Thanas for Responsive Image (MOITRI) scheme. The initiative, aimed at modernizing police stations across the state, has already seen tangible progress:

Phase I: 73 police stations have been successfully completed.

Phase II: Of the 46 police stations taken up, 31 along with one cyber police station have been completed, with construction ongoing for the rest.
The cabinet noted that the state has invested approximately ₹1,500 crore in police infrastructure under this and other related schemes — a record in Assam’s history.
10 New Co-Districts to be Functional by August 15
In a move to streamline police administration, the Cabinet approved the upgradation and redesignation of existing sanctioned posts in Assam Police to create 10 new Co-District Superintendent of Police (CDSP) posts. These new co-districts, notified by the General Administration Department, are set to become operational by August 15, 2025.
The formal inauguration ceremonies for these co-districts will be held on August 12, with cabinet ministers assigned to preside over each event:

CM-FLIGHT: Foreign Language Scheme for Global Employability
Aiming to connect Assam’s youth with global employment opportunities, the Cabinet cleared a new initiative titled Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT). The scheme will provide structured training in foreign languages, beginning with Japanese (up to JLPT N2 level), to facilitate job placements under international visa programs such as Japan's Specified Skilled Worker (SSW).
A pilot rollout of CM-FLIGHT will be undertaken in the current fiscal year through three partner agencies:

The scheme is expected to tackle the twin challenges of unemployment and underemployment in Assam by enabling youth to access the global job market.
Urban Welfare Scheme for Apartment Dwellers
In a first-of-its-kind urban welfare step, the Cabinet also approved Collective Infrastructure Development of Apartment Buildings through pooled funding from MLALADS (MLA Local Area Development Scheme) and the United Fund.
To qualify for the scheme:

Apartment buildings must have a minimum of 16 units,

At least 80% occupancy is required, and

The apartment society must be registered under the Societies Registration Act.
The scheme will support:

Internal road repairs and drainage installation,

Assured water supply and improved electricity connections,

Development of parks, community halls, security systems,
-
Disaster preparedness in coordination with DDMA, and
-
General maintenance of shared infrastructure.
Assam Innovation and Startup Foundation Gets Cabinet Nod
In a boost to the state’s startup ecosystem, the Cabinet approved the formation of a Section 8 company — Assam Innovation and Startup Foundation — under the Department of Innovation, Incubation and Startups (DIIS). The foundation will act as a central institutional mechanism to promote entrepreneurship, innovation, and startup culture in Assam.
These decisions underscore the Assam government’s focus on decentralization, infrastructure development, and global economic integration — themes that are likely to feature prominently in the state's governance roadmap ahead of the 2026 assembly elections.
