The Assam Cabinet on Sunday approved a slew of impactful decisions aimed at empowering workers, protecting the environment, strengthening the education system, and accelerating green economic growth in the state. From Anganwadi workers to school teachers, from wildlife conflict victims to green startups — a wide spectrum of citizens and sectors will benefit from these reforms.
Empowering Anganwadi Workers
In a long-awaited move, the Cabinet approved a promotion pathway for Anganwadi Workers, allowing up to 50% of Anganwadi Supervisor posts to be filled from among serving workers with a minimum of 10 years' experience and a graduate degree. The remaining positions will be filled through the SLRC Grade III direct recruitment process.
Beel Preservation Gets a Boost
Strengthening Assam’s ecological conservation efforts, the Cabinet declared two major wetlands in Goalpara district as Proposed Reserve Forests (PRFs):
Urpad Beel (1,256 hectares)
Hasila Beel (245 hectares)
The move will help protect critical aquatic ecosystems and biodiversity in the region.
Compensation for Human-Wildlife Conflict Enhanced
In a much-needed relief to victims of animal attacks, the Cabinet approved an increase in ex-gratia compensation for human deaths caused by wildlife from Rs 4 lakh to Rs 5 lakh per individual.
Similarly, crop damage compensation due to wild animal incursions has been raised from Rs 7,500 to Rs 8,000 per bigha.
Cook-Cum-Helpers to Receive Double Honorarium
Over 1 lakh cook-cum-helpers under the PM POSHAN scheme will now receive a doubled additional honorarium — up from Rs 500 to Rs 1,000 per month, effective October 2025, for 10 working months each year.
Annual Increment for Teachers
The Cabinet also gave the green signal to the first annual increment for over 26,000 newly appointed teachers in LP, UP, and Secondary schools who were recruited under the Special Recruitment Drive. The increment will be reflected in July 2025 salaries, offering financial encouragement to new educators.
Extended Housing and Vehicular Benefits
Employees (both regular and contractual) of key government-linked agencies will now be covered under Apun Ghar and Apun Bahan schemes — extending housing and vehicle benefits up to the age of 60. The eligible agencies include:
National Health Mission, Assam
Samagra Shiksha Axom
Assam Power Generation Corporation Ltd.
Assam Power Distribution Company Ltd.
Assam Electricity Grid Corporation Ltd.
Assam Industrial and Green Growth Fund Launched
In a strategic move to mobilize sustainable capital, the Cabinet approved the creation of a Rs 3,000 crore Assam Industrial and Green Growth Fund, a SEBI-registered Alternate Investment Fund (AIF). The fund will catalyze growth in:
Renewable energy & green infrastructure
Startups & MSMEs
Agro-tech, tourism, and priority sectors
Power Infrastructure Upgraded
To strengthen the state's power transmission capabilities, the Cabinet allocated Rs 498 crore for the augmentation of 40 transformers across substations operated by the Assam Electricity Grid Corporation Ltd. (AEGCL).
New Navodaya Vidyalaya in Chandrapur
Lastly, in a major development for the education sector, the Cabinet approved land allotment for a new Jawahar Navodaya Vidyalaya (JNV) in Chandrapur, Kamrup (Metro). This will offer quality education and residential facilities to rural students in the region.
