What is eFT to handle Bangladeshis?

How is Assam gearing up to handle lakhs of foreigner's casethat is coming up after the publication of July 31 next?

This is the big question as the number is supposed to be inlakhs as nearly 40 lakhs names have been deducted in the draft final NRC.

The Answer is a vast and ambitious eFT or electronic Foreigner'stribunal which is way ahead than the conventional judicial courts.

The Assam Government has set up eFT project and the IPSofficer Annand Prakash Tiwari has been made in charge to bring a solution.

.Under the project, the foreigner's tribunals (FTs) will beequipped with a digital eco-system for speedier resolution and tracking offoreigner cases. The integrated eFT IT system will be implemented across Assamfor effective monitoring and efficient resolution of cases registered with FTs.

The biometric and biographic data of eFT and NRC Assam willbe shared with all the stakeholders for validation purposes.

"This new IT system will not only strengthen the judiciaryinefficient disposal of cases but also help the police in faster detection,prosecution and detention/deportation. It will also facilitate online MISDashboard facility for key stakeholders for online tracking, monitoring andperiodical review of detection, prosecution and detention/deportation progress.This will bring the much-needed efficiency and enhance the transparency of casedisposal process," said an official source.

A statewide common digital repository – of all declaredforeigners and the pending cases in FTs – will be created for easy data access,validation, audit and review of the illegal migrant issues.

The eFT system will capture the illegal migrants' data toautomate data flow and enable sharing among all the stakeholders, includingFTs, Border Police, election department, detention centres, home department,FRRO, Ministry of Home Affairs and Ministry of External Affairs, etc.

The database will be linked to UIDAI and Inter-operable Criminal Justice System (ICJS), whichwill help in validation of eligible beneficiaries for social benefit schemesand issuance of government-approved identity documents such as passport,driving license, bank account, PAN, LPG, Aaadhar, and voter ID, among others.

The source said the system would have the capacity to dealwith the issue online with all the needful features like fingerprint,photographs, other data, etc., in a digital manner.

"Though it is a five-year project, most parts will beoperational in six months. We have prepared the RFPs (request for proposals),which are being floated in a day or two. Few other technical things will,however, take some time," he added.
