High-Level Meet on Assam Accord: Govt to Submit Report by Aug 8

Amid renewed focus on safeguarding the indigenous identity of Assam, the state government has stepped up efforts to implement the long-overdue provisions of the historic Assam Accord. On Wednesday, the sixth meeting of the Cabinet Sub-Committee on Assam Accord implementation was convened at Janata Bhawan, Guwahati, bringing together senior government officials and leaders of the All Assam Students’ Union (AASU) for high-level discussions.

Chief Minister Himanta Biswa Sarma, in a public statement issued on X, reaffirmed his government’s unwavering commitment to fulfilling every clause of the Assam Accord in a structured and time-bound manner. He emphasised that the recommendations of the Justice Biplab Kumar Sarma Committee on Clause 6 are being executed in close coordination with all stakeholders.

Clause 6 is a cornerstone of the Accord, aimed at providing constitutional, legislative, and administrative safeguards to protect and preserve the cultural, social, and linguistic identity of the Assamese people.

Addressing the meeting, Assam Accord Implementation Minister Atul Bora confirmed that the Cabinet Sub-Committee would submit its final report on Clause 6 to the Chief Minister by August 8, 2025. “The recommendations of the Justice Biplab Kumar Sarma Committee are being implemented with utmost priority, reflecting our government’s steadfast commitment to the people of Assam,” he stated.

The meeting saw the presence of senior AASU leaders including President Utpal Sarma, Chief Advisor Dr. Samujjal Bhattacharya, and General Secretary Samiran Phukan. Key state officials such as Commissioner & Secretary GD Tripathi and Secretary Pallav Gopal Jha from the Implementation of Assam Accord Department also participated in the deliberations.

AASU Calls for Panel on Clause 7

During the discussions, AASU strongly advocated for the formation of a high-level committee to implement Clause 7 of the Accord. This clause pertains to the economic development of Assam and the establishment of national-level institutions within the state.

AASU representatives underlined that Clause 7 is as vital as Clause 6 for ensuring the socio-economic empowerment of indigenous communities. In response, Minister Atul Bora assured the delegation that the proposal would be taken up with the Chief Minister for appropriate action.

Demand for NRC Re-verification

AASU also reiterated its long-standing demand for 100% re-verification of the National Register of Citizens (NRC), citing serious discrepancies in the final list. Dr. Samujjal Bhattacharya stated, “The NRC remains flawed and incomplete. We reject partial re-verification and demand a full, judicially monitored process.”

He further noted that the Assam Government had previously assured AASU of pursuing re-verification, and that commitment was reiterated during the meeting by Minister Bora on behalf of the state. AASU also urged the Central Government to raise the issue in the Supreme Court.

Progress on Martyrs’ Memorial

Progress was also reviewed on the Shaheed Smarak Udyan (Martyrs’ Memorial Park), a tribute to the martyrs of the Assam Movement. Chief Minister Sarma has announced that the memorial will be inaugurated later this year. A joint inspection by AASU and government officials is scheduled for July 8.

The memorial will include statues commemorating those who laid down their lives during the Assam Movement, serving as a solemn space for collective memory, identity, and reflection.

Implementation of Recommendations Underway

Minister Bora informed that the state government has initiated action on 40 proposals emerging from the Justice Biplab Sarma Committee’s 39-point recommendation list, following resolutions passed during a Cabinet meeting held in Lakhimpur.
