In a stark reminder of the human cost of Assam’s National Register of Citizens (NRC) update process, a total of 6,128 individuals from Dhalpur Village No.1, under Sipajhar Revenue Circle in Darrang district, have been officially excluded from the final NRC list.

The official document, which lists the names and details of each excluded individual, marks all entries with the result “REJECT,” confirming their omission from the citizenship register. The massive number of exclusions from a single village has triggered widespread concern among civil society members and legal rights groups.

The NRC, aimed at identifying undocumented immigrants in Assam, published its final list on August 31, 2019, leaving over 19 lakh people across the state in a state of uncertainty. However, Dhalpur’s case stands out due to the sheer volume of rejections concentrated in one village.

Families in Distress

Entire families have been affected — in many cases, spanning multiple generations. People who claim to have submitted all required documents, including electoral rolls and legacy records, found their names missing from the final list.

“This is more than just a list. This is about identity, about survival,” said a local resident whose family of six has been excluded.

Legal aid organizations have reported being overwhelmed with requests for help, as those excluded must now appeal to Foreigners’ Tribunals to prove their citizenship. The process is both legally complex and emotionally exhausting, especially for illiterate and economically disadvantaged individuals.

Call for Intervention

Rights activists have called for a comprehensive review of the NRC process in areas like Dhalpur. “The exclusion of 6,128 individuals from one village cannot be a coincidence — this points to a systemic issue in document verification or legacy mismatch,” said a Guwahati-based human rights lawyer.

Meanwhile, the Assam government has remained largely silent on this particular case, even as public confidence in the NRC process continues to waver.

With thousands now facing legal uncertainty and the risk of being labeled ‘foreigners,’ Dhalpur has become symbolic of the broader chaos surrounding the NRC. The future of the excluded individuals remains precarious as they await the next steps in a process that could determine their right to live as citizens in their own land.
