BTC Election 2025: MCC to Come Into Effect From Date of Notification, Says Commission
The Assam State Election Commission has officially urged the Chief Secretary of Assam to ensure wide circulation and strict implementation of the Model Code of Conduct (MCC) in connection with the upcoming Bodoland Territorial Council (BTC) Election, 2025.
In a formal communication issued on Friday, the Commission emphasized that the MCC, as prescribed by the Election Commission of India (ECI), plays a pivotal role in ensuring free and fair elections—an essential component of India's democratic framework. The Commission has referenced the guidelines from the Manual on Model Code of Conduct (Document No. 21), underscoring its relevance for the BTC polls.
The letter stated that Annexures I, V, VI, XI, and XVI of the MCC Manual will serve as the core framework for the BTC Election. These annexures, which detail norms related to general conduct, meetings, processions, polling day arrangements, and guidelines for ministers and government officials, have been enclosed for reference and guidance.
Highlighting the geographical scope, the Commission clarified that the MCC will come into immediate effect upon issuance of the formal election notification. It will be applicable across the entire Bodoland Territorial Region (BTR)—comprising the districts of Tamulpur, Udalguri, Baksa, Kokrajhar, and Chirang.
In a key administrative directive, the Commission has also requested a halt on the transfer of government officials currently engaged in electoral roll preparation and other poll-related activities to ensure an uninterrupted election process.
The Commission further called upon the Chief Secretary to issue necessary instructions to all state government departments to ensure strict adherence to the MCC guidelines.
This step marks a crucial phase in the preparation for the BTC Election 2025 and reflects the Commission’s commitment to maintaining the integrity and transparency of the electoral process in the region.
