Bongaigaon Refinery Denies Allegations of Bias in TRSD Tender Process

The Bongaigaon Refinery (BGR) has issued a formal clarification in response to allegations aired by Pratidin Time, concerning alleged changes in pre-qualification criteria for tenders, purportedly aimed at excluding local contractors from participating.

In a statement released today, BGR clarified that the contracts in question were related to the Total Refinery Shutdown (TRSD) operations and followed standard procedures with common pre-qualification criteria (PQC) for all bidders.

“For the TRSD of BGR, three major contracts were floated under an open tender process with uniform and standard pre-qualification criteria,” the statement said.

Out of the three tenders, two contracts were awarded to a Guwahati-based firm, M/s Afnur Ali, while the third contract was awarded to M/s KCC. All contracts were awarded on the basis of L1 (lowest bid) selection, as per standard procurement norms.

Refuting claims of exclusion, BGR also confirmed that M/s FAA Construction Company — reportedly at the center of the complaint — did not participate in any of the three tenders floated for the TRSD works.

“It is further clarified that there were no sub-contracts involved in any of the three awarded contracts,” the statement added, rejecting insinuations of irregularities or indirect exclusion of local players.

The clarification comes amid growing scrutiny over public sector tenders and concerns among local contractors about transparency and accessibility in large-scale industrial procurement.
