Assam Chief Minister Himanta Biswa Sarma conducted a comprehensive review of the upcoming bamboo-based bio-refinery project at Numaligarh Refinery Limited (NRL) in Golaghat district.
The visit comes ahead of Prime Minister Narendra Modi’s scheduled trip to Assam in September, during which he is expected to inaugurate the country’s first bio-refinery built on bamboo-based ethanol technology.
The ₹4,000-crore facility, being developed by NRL, marks a significant step in India’s journey towards green energy and sustainable biofuel production. The CM chaired a review meeting at the site, attended by NRL officials, state ministers, Members of Parliament, MLAs, and senior bureaucrats, to assess both the progress of the refinery expansion and preparations for the Prime Minister’s visit.

During the visit, CM Sarma also inaugurated the newly constructed Dhansiri Nagar Township, a residential complex developed for refinery employees.
In a parallel engagement, the Chief Minister met with injured security personnel at Bokakhat Circuit House. The officers—Siddhartha Borbora, Sushil Bhowmick, and Mintu Hazarika—were wounded in a recent grenade attack. CM Sarma checked on their health and wished them a speedy recovery.
Earlier in the day, the CM inaugurated a newly built stadium at the Golaghat Government Bezbaruah Higher Secondary School. Commending the school for its longstanding contributions to Assamese education and culture, he applauded its efforts to maintain mother-tongue-based instruction. He acknowledged the contributions of local MLA and Finance Minister Ajanta Neog and the school’s management committee in preserving and revitalising the institution’s legacy.
The new stadium was constructed on the site of an old hostel with financial assistance of ₹3.5 crore from NRL’s Corporate Social Responsibility (CSR) fund. A sports museum has also been established within the complex, featuring memorabilia donated by prominent athletes from Assam.
In addition, CM Sarma announced that construction of a new ₹8 crore academic building for the school is progressing rapidly. Responding to requests to preserve the school’s historic structure, he urged local authorities to take necessary steps.
Highlighting Golaghat’s broader development, the CM laid the foundation stone for a ₹130 crore project that aims to supply 24-hour drinking water to around 55,000 residents of the town using water sourced from the Dhansiri River. He noted the establishment of major infrastructure projects in the district under the Asom Mala initiative, including an engineering college, medical college, cancer hospital, the new District Commissioner’s office, and upgraded road connectivity.
Later, CM Sarma inaugurated an indoor stadium under the Golaghat District Sports Association, developed through the City Infrastructure Development Fund (CIDF) by the Department of Housing and Urban Affairs. Built at a cost of nearly ₹7.94 crore, the double-storey facility features six table tennis tables and five badminton courts, designed to boost indoor sports development in the region.
Several senior state ministers and dignitaries, including Atul Bora, Ajanta Neog, Jayanta Mallabaruah, Rupesh Gowala, MP Kamakhya Prasad Tasa, MLAs, and district officials, were present at the events throughout the day.
