UDD Dissolved the Dibrugarh Municipal Board

The Principal Secretary to the government of Assam, UrbanDevelopment Department (UDD) has dissolved the Dibrugarh Municipal Board withimmediate effect vide order No. UDD(M)/15 1/2009/358 dated 25.11.2019.

Pursuant to the inquiry of Deputy Commissioner, Dibrugarh and the report of director Municipal administration, Assam regarding the alleged allegations against Dibrugarh Municipal Board for the following charges viz.

1. Financial misappropriation

2. Improper maintenance of main cash book/ logbooks for the official vehicles.

3. Improper maintenance of records of the Assets of DMB.

4. Irregularities in leasing out of municipal parking placesand advertisements.

5. Allotment of markets/ parking/ hoardings through the illegal tendering process.

As per the order, the reply of the chairperson of the Dibrugarh Municipal Board (DMB) was not found satisfactory.

As mentioned in the order, the chairperson of DMB appearedin person and a statement on oath was taken by the Principal Secretary to theGovernment of Assam, Urban Development Department on 4.11.2019 where sheadmitted that the charges were true.

In view of the above, the government observed that the DMB has persistently failed to perform its duties and responsibilities to the satisfaction of all concerned.

Therefore, the Government of Assam in the exercise of its power under section 298 of the Assam Municipal Act, 1956 has dissolved the DMB with immediate effect and directed the Deputy Commissioner, Dibrugarh to take the charger of the said Municipality Board immediately.
